INTRODUCTION
We live on one planet.
We must live here, raise children here, and take responsibility for the future.
When wars reach an industrial scale, they cease to be an “internal affair” of states.
They become crimes against humanity.
The world can no longer pretend that this is a natural disaster beyond control.
CORE THESIS
War is not politics.
War is mass murder organized by states.
If murder is forbidden in any country, then mass murder cannot be acceptable simply because it is backed by a flag, an ideology, or sovereignty.
LEGAL PRINCIPLE
We introduce an objective definition of war:
If 1,000 or more people are killed in an armed conflict,
it is automatically recognized as a war — regardless of declarations, rhetoric, or justifications.
From that moment:
— War is considered an especially grave crime.
— All countries that have signed the declaration are obliged to intervene and stop it.
— Non-intervention, when intervention is possible, is a form of complicity.
PRINCIPLE OF GLOBAL RESPONSIBILITY
Humanity has entered an era in which destruction has reached a planetary scale.
The First World War. The Second World War. The threshold of the third.
This means one thing:
Humanity has outgrown the era in which wars were the “private business of states.”
There must exist a function of global rule of law on planet Earth —
not to control people,
but to suppress the crimes of states.
A NEW LEVEL OF CIVILIZATION
Civilization is not technology.
Civilization is the limit of permissible violence.
If we are capable of regulating nuclear technologies, aviation, space, and biology,
then we are obliged to regulate the mass destruction of human beings as well.
THE LEAGUE’S POSITION
We affirm:
— Sovereignty does not grant the right to kill.
— Politics does not justify death.
— States are not above morality.
— Mass murder cannot be legalized by tradition.
— Self-defense is permissible. Aggression is a crime.
— Responsibility is personal: for initiating, participating in, and promoting war.
FORMULA
When crimes are committed by individuals, the police stop them.
When crimes are committed by states, humanity must stop them.
THE LEAGUE OF NATIONS
The League of Nations is the global government of society.
We record the will of the people through direct democracy and turn it into a binding international mandate.
One person = one vote.
Transparent protocols.
Public accountability.
Global action.
Our goal:
To legally prohibit war.
To stop mass murder.
To protect life as the highest value.
Our function:
An independent planetary-scale custodian:
anyone who initiates war or supports aggression bears responsibility.
Our principles:
War = mass murder. Period.
Self-defense — yes. Aggression — a crime.
Ideologies, religions, flags, and slogans do not justify killing.
Personal responsibility of every leader, participant, and propagandist of war — without statute of limitations.
The duty of the global community is to intervene in order to stop the killing.
Legal program:
Criminalization of war as an especially grave crime.
Threshold of war: 1,000+ deaths — war even without a declaration.
The initiator, the aggressor’s participant, and the propagandist are criminals.
Universal jurisdiction and the obligation of states to suppress war.
Priority: saving civilian lives over any political interests.
How we act:
Direct democracy: one person = one vote in global referendums.
Adopted mandates are published and presented to governments, the UN, and corporations.
Monitoring of compliance, public reporting, legal and economic pressure mechanisms.
Partnerships with cities, parliamentary groups, and NGOs for implementation.
The choice is obvious:
You are either against mass murder, or you support it.
Neutrality is complicity.
The League of Nations places life above everything and is ready to act.
